WorldNetDaily first broke this whole constant-surveillance angle, and they've been on it ever since the way no other site has. Here is the latest version.

The selling point is, of course, how to protect your kids or at least find them in the event of a kidnap. The only problem is that the savvy chickenhawk will simply toss the backpack out the car window after snatching the kid and bundling him into his car. So what next? Next, the parents will have the kids chipped. In fact, this kind of chip is already in use for retail sales. (All right, so it's in use by a private club to keep bar tabs. But you get the idea.)

The Book of Revelation, and specifically Chapter 13, tells us that a world dictator will arise and come to dominate the world after building a reputation for being a great military hero and leader [verse 4].
