Well, what do you suppose this means? The Minutemen have repeatedly stated that they don't intend actually to place illegal border crossers under citizen's arrest. (My guess is that their concern is not legal but logistical: when you take a prisoner, you have to be prepared to hold him.) So Vicente Fox is putting the Mexican military on standby, just on the Mexican side of the border? What's this--a threat of invasion? That's war talk, Señor Fox (as in Crazy As).
